Using Peter's Evil Overlord List (231 rules of what not to do when taking over the world), I rate fictional villains on a gamer-style S/A/B/C/D/F tier system. The lower the score, the more terrifyingly competent the villain. The higher the score... well, let's just say some villains really need to read the manual.

So far we've covered Khan Noonien Singh, President Snow, Jamie Moriarty, the Goa'uld System Lords, and Agimus from Lower Decks — with more on the way.
